The Westlake Community Improvement Corporation (C.I.C.) was created in 1975 to stimulate economic development by issuing Industrial Revenue Development Bonds. Since its inception, the C.I.C. has issued 24 lower interest bonds totaling $63.6 million dollars. Originally IRBs could be used for industrial and office buildings but are now limited to industrial and manufacturing buildings. The latest issuance of an Industrial Revenue Bond was for Logan Clutch Company on Ranney Parkway. The Community Improvement Corporation is made up of seven trustees who meet at least once a year and as needed during the year to review and act on items brought to the corporation.

The C.I.C. has sponsored a number of activities over the years to promote economic development. Some of the activities include:

  • Purchasing and creating trade show displays
  • Participating in national industrial trade shows including the Great Lakes Industrial Trade Show at the Cleveland Convention Center and the IX Center
  • Preparing and distributing promotional information including "This is Westlake" a video about the city.
  • Advertising in publications and sponsoring advertising special sections inserted in Crain's Cleveland Business, Cleveland Magazine and Ohio Northern Live.
