The Engineering Department is responsible for the general engineering requirements of the city. The department implements all plans and programs relating to city infrastructure including storm and sanitary sewers, structures, roadways, sidewalks and other improvements. The department also coordinates traffic engineering and grant estimation as well as plat books, easements and deeds.

Staff members provide technical engineering services in design, inspection, contract administration, complaint investigation and plan review and offer advice to residents in the areas of general grading, drainage and construction. The department also provides technical support to all city departments on any infrastructure-related areas.

Homeowner Rain Garden Information
Westlake dedicated a "Rain Garden" at the Westlake Recreation Center Park, NW of gazebo, in April 2007. Homeowners are encouraged to create their own rain garden and several informational guides have been created and are available at this website.

2010 Road and Sewer Projects

2010 Concrete Rehabilitation w/ Asphalt Overlay

The 2010 roadway program is scheduled to begin the week of June 14. The city has entered into a contract with Konstruction King to perform the necessary repairs to various residential and industrial streets throughout the city. The work will consist of removal and replacement of the defective concrete and rehabilitation of the existing drainage structures along with installation of an asphalt overlay to provide for quieter driving surface when completed. The contract is scheduled for completion by the middle of October 2010.




Clague Road Widening

The city of Westlake will be widening Clague Road from two lanes to three lanes from Center Ridge Road to Detroit Road. This project will include the installation of new storm sewers, a new culvert at Clague Road and Horseshoe Boulevard, and replacement of the waterline for the entire length of the project. This portion of Clague Road will be open to southbound traffic only. Northbound traffic will be required to follow the detour route. Click here for map of detour. Local access will be maintained for the residents who live in the construction area. This project is estimated to be completed in late 2010. Pavement Crack and Joint Sealing

The city hired Cross-Roads Asphalt to crack seal on various asphalt roadways in the city. The sealant is applied to cracks in the pavement and prevents the migration of water into the pavement, which during freeze cycles damages the roadway. This is another cost effective preventative maintenance technique used by the city to maintain quality road surfaces for the traveling public. The hot applied sealant has a material applied over it to prevent tracking onto your car and driveway. For a list of the streets, click here.  




Waterline Rehabilitation-Hollywood Drive

The City of Westlake has hired Terrace Construction to replace the water main and rehabilitate the pavement on Hollywood Drive. Construction is scheduled to begin in June with completion within 90 days.  








2010 New Sidewalk Program Sharon Drive

The city hired KMU Excavating to complete the installation of new sidewalks on Sharon Drive. Along with this work, the ditch on the west side of the road will be enclosed due to its proximity to the walk.

2010 Waterline Rehabilitation Hilliard Boulevard Phase 4

The city of Westlake has hired Fabrizi Trucking and Paving Co. to replace the watermain between Schwartz Road to Lincoln Road and rehabilitate the Hilliard Boulevard pavement from the Devonshire area west to Lincoln Road. Construction is scheduled to begin in July with completion by October 2010.

2010 Sidewalk Inspections

Beginning this summer, the Engineering Department will be inspecting the sidewalks throughout the city to make sure they are safe and up to code. If you’d like to get a head start on making sure your sidewalk is in compliance, please click here for a list of requirements. If your sidewalk is not in compliance with city code, you (or a registered contractor) can obtain a $15.00 sidewalk permit from the Engineering Department to repair your sidewalk.

2009 Road and Sewer Projects

Hilliard Boulevard Widening Phase 2

The City has hired Fabrizi Trucking and Paving Company to construct portions of water main and storm sewer on Hilliard Blvd. between Devonshire Oval to Bordeaux Way. A four lane boulevard shall also be constructed between these limits.
The Contractor has finished the utilities and will complete paving and landscaping beginning spring 2010.


2009 Sanitary Interceptor Rehabilitation Project

The scope of this project is to rehabilitate the sanitary sewer interceptor and its associated manholes. The sanitary sewer interceptor transmits the sanitary sewage from the entire city to the Rocky River Wastewater Treatment Plant. The interceptor is located along the city’s northern border, parallel to the railroad tracks. The city’s sewage is being bypassed through three pumps to facilitate the work since the interceptor pipe must be clean and dry during rehabilitation. An 18” bypass line was installed from the pumping location to the treatment plant. The cost of this project is $1.5 million. This project is currently underway with the general contractor, United Survey, Inc. To view project map and project photos, click here.

Permit Information

In order to place concrete or asphalt within the city of Westlake, you must obtain a permit at the Engineering Department, Westlake City Hall, 27700 Hilliard Boulevard. Following is a list of required permits and fees:

    Permit for sidewalk, driveway, apron and patio. For a printable form, click here.
  • New sidewalks and drives (typically new homes), new patios (flat work only), and commercial parking lot overlays: $50 fee.
  • New or rehabilitation to drive aprons or walkways, rehabilitation to sidewalks, driveways, or patios (flat work only): $15 fee.
  • Two inspections are required:
    • First inspection: After forms, wire mesh and stone are set – 24-hour notice is required.
    • Second inspection: After concrete has been poured – inspector comes out following day.
  • A sketch to be approved by the engineer is required for all new and/or additions to driveways.
  • *All sidewalks, aprons and driveways that are concrete must remain concrete.

    Permit for street opening, home demolition, boring and public utility work

  • There is a deposit due with this permit, which varies from $500 on up, depending on the amount of work to be done.
  • To obtain this permit, you must submit a plan/drawing(s) for the engineer's approval.
  • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.
  • *All street openings must be repaired within 48 hours.

    Permit for curb cuts

  • There is a $50 minimum fee for a new curb cut. If the cut is more than 25 linear feet, the fee is: Linear feet x $2 = amount due.
  • For widening an existing curb cut, there is a minimum fee of $25. If the cut is more than 12.5 linear feet, the fee is: Linear feet x $2 = amount due.
  • A sketch is required to obtain a curb cut permit.
  • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.
  • Grading permit

  • Grading permits are $50. You will need a grading permit any time you are changing the grade in your yard. For example, excessive landscaping; putting in an in-ground pool; adding dirt, yard drains and swales; building a mound, addition, etc. may change the grade.
  • A sketch is required to obtain a grading permit.
  • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.
