The Engineering Department is responsible for the general engineering requirements of the city. The department implements all plans and programs relating to city infrastructure including storm and sanitary sewers, structures, roadways, sidewalks and other improvements. The department also coordinates traffic engineering and grant estimation as well as plat books, easements and deeds.

Staff members provide technical engineering services in design, inspection, contract administration, complaint investigation and plan review and offer advice to residents in the areas of general grading, drainage and construction. The department also provides technical support to all city departments on any infrastructure-related areas.

2015 Rain & Garden Show
The City of Westlake, Department of Engineering Dept will be hosting our 4th Annual Rain and Garden Show. This event is to raise awareness on water quality issues and to promote eco-friendly products and other environmentally green alternatives. 2015 Rain & Garden Coloring Contest
This year the City asked our elementary students to participate in a coloring contest. The winners will have a pole banner made of their art work and hung outside their school. We had two categories; 1st & 2nd Grade and 3rd & 4th Grade. Rain Barrel Workshop, 3/19/11
On March 19, 2011, the Engineering Department hosted a Rain Barrel Workshop at the Westlake Recreation Center. Presenters demonstrated how to install a rain barrel and explained how the rain barrels are beneficial to the environment. To view a video from the workshop, click here.

Homeowner Rain Garden Information
Westlake dedicated a "Rain Garden" at the Westlake Recreation Center Park, NW of gazebo, in April 2007. Homeowners are encouraged to create their own rain garden and several informational guides have been created and are available at this website.

2015 Road and Sewer Projects

Columbia Gas Mainline Installs - NATURAL GAS LINE REPLACEMENT;
Notice of Canterbury Road Natural Gas Line Replacement Project
Columbia Gas of Ohio will be a replacing a portion of the natural gas line system in your area beginning in mid-June and lasting through August 2015. This natural gas line upgrade will enhance the safety and reliability of our gas distribution system for many years to come. Although we don’t anticipate interrupting your service, there will be excavation and natural gas line work on your street. The work will take place primarily on Canterbury Road between Detroit Road and Hilliard Boulevard and on the corner of Canterbury Road and Detroit Road. There may be temporary re-routing of traffic and street closures.

Our crews will work to minimize any inconvenience. All Columbia Gas representatives carry photo identification and will be happy to show it.

In preparation for this construction, you may notice contractors locating underground utilities to avoid damaging them during the replacement work.

We realize a project of this size may cause some inconveniences, and we apologize for this disruption. Please be assured that Columbia Gas will restore road surfaces, landscaping or any other property disturbed as a result of our work.

Columbia Gas Mainline Installs
Columbia Gas began replacing the natural gas lines in the following areas in mid-summer 2014: Center Ridge Road (Health Campus Dr-Water Rd), Canterbury Rd (Rose Rd-Westwood Rd), Columbia Rd (Rose Rd- Westwood Rd), Hall Drive, Maple Ridge Rd, and Walter Rd (North Olmsted line- Carla Dr). The onset of winter weather delayed the construction and restoration of this project in 2014, and as a result, this project will continue through May 2015.

This important project includes upgrading the natural gas system in the area with new lines that will provide safe and reliable service for many years to come.

To provide residents with the new system, Columbia Gas will need to conduct the following work on affected properties:
• MARK the right of way and existing utilities with flags, stakes and temporary paint.
• REPLACE the main line. This pipe usually runs underneath your street or alley.
• REPLACE the service line. This pipe runs from the main line to the meter that serves your home or business.
• RELOCATE any indoor gas meters to the outside of the home or business.
• RESTORE your property to the same or better condition, including sidewalks, lawns and driveways. It may be several days or even weeks between some of these steps.

2015 Pavement Crack and Joint Seal
The City of Westlake will contract out a bid for crack sealing on various asphalt roadways throughout the City. The sealant is applied to cracks in the pavement to prevent the migration of water into the pavement, which during freeze cycles damages the roadway. This is another cost effective preventative maintenance technique used by the City to maintain quality road surfaces for the traveling public. The City of Westlake will contract out a bid to perform pavement rehabilitation on Canterbury Rd (Center Ridge Rd to North Olmsted Line) and the Community Service Center parking lot. The improvements in these areas will involve the milling of the existing asphalt pavement, repair of any remaining damaged concrete pavement, drainage structures and then provide an asphalt overlay to the entire area.

The City of Westlake will contract out a bid to perform pavement rehabilitation on Hilliard Oaks, Newbury Court, Newbury Drive, Queens Court, Bent Tree Subdivision, Greenview Parkway, Fairway Drive, and Carousel Court. The improvements in these areas will involve the milling of the existing asphalt pavement, and repair of any remaining damaged concrete pavement, drainage structures and then provide an asphalt overlay to the entire area. Cobblestone Subdivision will have the same process except be replaced with concrete only.

2015 Waterline Replacement and Roadway Rehabilitation on Hedgewood Avenue and Smith Avenue
The City of Westlake will contract out a bid to perform installation of a new 8 inch water main complete with new fire hydrants and valve service connections. Included with this program will be the rehabilitation of the entire roadway along with various storm and sanitary sewer point repairs.

2015 Catch Basin Rehabilitation
The City of Westlake will contract out a bid to perform repairs to various catch basins throughout the City. This year’s program has identified approximately 106 structures, mostly along Center Ridge Rd from Dover Center Rd to County line. This work requires the removal of the existing casting and frame, removal and repair of the damaged portion of the structure and the restoration of the affected pavement adjacent to the structure. City Wide Traffic Signal Upgrade
The City of Westlake in conjunction with the Ohio Department of Transportation has awarded the above contract to Perram Electric. This federally funded project will upgrade all traffic signals and poles throughout the City. The Upgrade will use energy efficient signals along with interconnecting the signal with fiber optic cables, to monitor and promote better traffic flow though out the City and replace computer software.

Salt Storage Building
This project consists of demolishing of the existing wood framed salt storage building located at the Westlake Service Garage (773 Bassett Road) that was constructed in 1991 and construct a larger salt storage building on the same site. The new building will have 33% more floor space and the ability to store the salt in higher piles, which will improve the Service Department’s ability to maintain clear streets during major cold weather events for longer durations between deliveries. The new salt storage building will be a wood framed structure with a high arch gambrel truss system and metal roof. The dimensions will be 80’ x 80’ with additional overhang storage along two of the exterior sides. The project completion will be October 31, 2015.

Service Department Tipping Pad
This project is the construction of a new Tipping Pad facility that is located at the Westlake Service Garage (773 Bassett Road). The structure will be a pre-engineered fabric building with galvanized steel framing. The intent of the structure is to allow the Service Department to transfer unsuitable material from a dump truck to a dumpster in a controlled environment, to fulfil various EPA Mandates. The project completion will be Summer 2015.

2014 Completed Road and Sewer Projects

2014 Pavement Crack and Joint Seal

2014 Concrete Pavement Rehabilitation w/ Asphalt Overlay on Various Streets
The City of Westlake has hired Specialized Construction Inc. to perform pavement rehabilitation in Prestwick Subdivision, Canterbury Road (Detroit to Center Ridge), and First Street (Canterbury to Columbia Rd). The improvements in these areas involved the milling of the existing asphalt pavement, repair of any remaining damaged concrete pavement, drainage structures and then provide an asphalt overlay to the entire area.



2014 Waterline Replacement and Roadway Rehabilitation – Marshfield Blvd and Strawberry Ln.
The City hired Mr. Excavator to complete this project. It will include the installation of a new 8 inch water main complete with new fire hydrants and valve service connections. Included with this program will be the rehabilitation of the entire roadway along with the sanitary sewer and storm sewer.



Bradley Rd & Detroit Rd Widening
The City hire Site Tech, Inc. to widen the intersection of Bradley Rd and Detroit Rd. The contractors are currently working on the base concrete for the westbound lanes. The base concrete for the project shall be completed this month. The sidewalk, planters and driveway work will continue along the north side. In October 2014 asphalt paving was completed to the road.

Permit Information

Grading Permits

  • Grading permits are $50. You will need a grading permit any time you are changing the grade in your yard. For example, excessive landscaping; putting in an in-ground pool; adding dirt, yard drains and swales; building a mound, addition, etc. may change the grade.
  • A sketch with grade elevations is required to obtain a grading permit.
  • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.


  • Flat Work Concrete or Asphalt

    In order to place flat work concrete or asphalt within the city of Westlake, you must obtain a permit at the Engineering Department, Westlake City Hall, 27700 Hilliard Boulevard. Following is a list of required permits and fees:
      Permits for sidewalk, driveway, apron and patio will need a sketch for Engineering Department review. For a printable form, click here.

      Permits for garage floors are issued through the Building Department. Cost is $25.25.

    • New sidewalks and drives (typically new homes), new patios (flat work only), and commercial parking lot overlays: $50 fee.
    • New or rehabilitation to drive aprons or walkways, rehabilitation to sidewalks, driveways, or patios (flat work only): $15 fee.
    • Conditions of Concrete Permits:
      • 24-hour notice is required prior to ALL inspections
      • Inspections required: Mobilization and after forms are set
      • No dumping/obstructing street with material (Code 311-01"D)
      • Plywood is required to be laid on city streets during all work activities

      *All sidewalks and aprons that are concrete must remain concrete.



      Storm/Sanitary Repair

    • Storm and Sanitary repair outside of 5’ from the home may be applied for through our Engineering Dept., this work includes but is not limited to Back Flow Valves, Cleanout Installation, Exterior Sump Crock, Exterior Sump Pump, Storm and Sanitary Line Repair
    • A sketch of the work is required to obtain a Sewer Permit, click here for application
    • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.



    • Permit for street opening, home demolition, boring and public utility work

    • There is a deposit due with this permit, which varies from $500 on up, depending on the amount of work to be done.
    • To obtain this permit, you must submit a plan/drawing(s) for the engineer's approval.
    • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.
    • *All street openings must be repaired within 48 hours.


      Permit for curb cuts

    • There is a $50 minimum fee for a new curb cut. If the cut is more than 25 linear feet, the fee is: Linear feet x $2 = amount due.
    • For widening an existing curb cut, there is a minimum fee of $25. If the cut is more than 12.5 linear feet, the fee is: Linear feet x $2 = amount due.
    • A sketch is required to obtain a curb cut permit.
    • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.
