The Engineering Department is responsible for the general engineering requirements of the city. The department implements all plans and programs relating to city infrastructure including storm and sanitary sewers, structures, roadways, sidewalks and other improvements. The department also coordinates traffic engineering and grant estimation as well as plat books, easements and deeds.

Staff members provide technical engineering services in design, inspection, contract administration, complaint investigation and plan review and offer advice to residents in the areas of general grading, drainage and construction. The department also provides technical support to all city departments on any infrastructure-related areas.

Go Green Program

Rain Barrel Workshop
On March 19, 2011, the Engineering Department hosted a Rain Barrel Workshop at the Westlake Recreation Center. Presenters demonstrated how to install a rain barrel and explained how the rain barrels are beneficial to the environment. To view a video from the workshop, click here.




Homeowner Rain Garden Information
Westlake dedicated a "Rain Garden" at the Westlake Recreation Center Park, NW of gazebo, in April 2007. Homeowners are encouraged to create their own rain garden and several informational guides have been created and are available at this website.

2011 Road and Sewer Projects

Allen/Westhill Sanitary Sewer Rehabilitation

The city has entered into a contract with United Survey to complete the Allen/Westhill Sanitary Sewer Rehabilitation project which is designed to reduce flooding and storm water infiltration into the sanitary sewer system. Storm and sanitary areas in need of rehabilitation were previously identified. This program is part of a citywide plan to eliminate inflow and infiltration of storm water into the sanitary sewer system.






2011 Concrete Rehabilitation with Asphalt Overlay

The city has entered into a contract with Burton Scot Contractors to perform the necessary repairs to various residential streets throughout the city. The work will consist of removal and replacement of the defective concrete and rehabilitation of the existing drainage structures along with installation of an asphalt overlay on various streets. This project is scheduled for substantial completion in November 2011, due to weather conditions. For a list of roads/developments included in this project, click here.





Dover Center Detroit Road Intersection Widening

The city has hired Great Lakes Crushing, LTD, to widen Detroit Road from three lanes to five lanes at Dover Center Road. The project limit goes about 500 feet east and west of the intersection. The widening is designed to improve the safety and capacity of the intersection while reducing emission from idling vehicles. In addition to widening the roadway, there will be replacement of certain underground utilities. This project is being paid for using 80% ODOT Safety Funds and 20% City of Westlake Infrastructure Funds. The contractor has substantially completed the underground utility work and has constructed the base pavement for the two south lanes of Detroit Road and the south approach of Dover Center Road. The contractor is currently constructing pavement for the north lanes of Detroit Road and the north approach of Dover Center Road. This project began in April 2011 and is scheduled to complete in December of 2011.


2011 Waterline and Roadway Rehabilitation - Westwood & Clague Road

The city will be replacing the waterline along Westwood Road from Columbia Road to Fairview Park Corp. limits and Clague Road from Center Ridge to the North Olmsted Corp. limits. This project will involve the installation of a new 8" & 12" waterline along with new fire hydrants, improvements to the surface drainage for the roadway, miscellaneous curb repairs/replacement and resurfacing of the roadway for the length of the project. The contractor has started the installation of the waterline on the south end of Clague Road as well as the portion of waterline on Westwood Road from Clague Road east to the Fairview Corp. limits.

2011 Completed Road and Sewer Projects

2011 Pavement Crack and Joint Sealing

The city hired Pavement Technologies to apply crack sealant to various asphalt roadways in the city. The sealant was applied to cracks in the pavement to prevent the migration of water into the pavement, which during freeze cycles damages the roadway. This is another cost effective preventive maintenance technique used by the city to maintain quality road surfaces for the traveling public. Permit Information


In order to place concrete or asphalt within the city of Westlake, you must obtain a permit at the Engineering Department, Westlake City Hall, 27700 Hilliard Boulevard. Following is a list of required permits and fees:

    Permit for sidewalk, driveway, apron and patio. For a printable form, click here.
  • New sidewalks and drives (typically new homes), new patios (flat work only), and commercial parking lot overlays: $50 fee.
  • New or rehabilitation to drive aprons or walkways, rehabilitation to sidewalks, driveways, or patios (flat work only): $15 fee.
  • Two inspections are required:
    • First inspection: After forms, wire mesh and stone are set – 24-hour notice is required.
    • Second inspection: After concrete has been poured – inspector comes out following day.
  • A sketch to be approved by the engineer is required for all new and/or additions to driveways.
  • *All sidewalks, aprons and driveways that are concrete must remain concrete.



       Cold Weather Concrete Pours:

  • Starting Nov. 14, 2011, no concrete work will be permitted without the City Engineers prior approval. This policy will be in effect until further notice in the spring of 2012. To view the suggested specifications for cold weather construction of concrete pavement, click here.


  • Permit for street opening, home demolition, boring and public utility work

  • There is a deposit due with this permit, which varies from $500 on up, depending on the amount of work to be done.
  • To obtain this permit, you must submit a plan/drawing(s) for the engineer's approval.
  • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.
  • *All street openings must be repaired within 48 hours.


    Permit for curb cuts

  • There is a $50 minimum fee for a new curb cut. If the cut is more than 25 linear feet, the fee is: Linear feet x $2 = amount due.
  • For widening an existing curb cut, there is a minimum fee of $25. If the cut is more than 12.5 linear feet, the fee is: Linear feet x $2 = amount due.
  • A sketch is required to obtain a curb cut permit.
  • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.



  • Grading permit

  • Grading permits are $50. You will need a grading permit any time you are changing the grade in your yard. For example, excessive landscaping; putting in an in-ground pool; adding dirt, yard drains and swales; building a mound, addition, etc. may change the grade.
  • A sketch is required to obtain a grading permit.
  • Notify the Westlake Engineering Department 24 hours prior to beginning any construction at 440.617.4145.
