The Finance Department is responsible for the accurate accounting of all receipts and disbursements of the city of Westlake, maintaining the integrity of the financial records, representing the city fully in all financial matters and abiding by all mandates governing proper municipal financial control.

The department records all assets and liabilities, keeps an accurate account of taxes and assessments, collects all monies for the city and makes all necessary disbursements on the city's behalf. In addition to accounts receivable and accounts payable, the Finance Department prepares payroll, records sewer billings and oversees the perpetual and physical inventories of fixed assets.

The director of finance is the chief fiscal officer of the city and assists the mayor and city council in the preparation of the city's annual budget and all other financial matters. The director is also responsible for investing the interim funds of the city to maximize returns on investment without impacting safety and liquidity. The director also reviews and approves all purchase orders.

Tax Information

Property taxes
Property taxes are collected by Cuyahoga County. Westlake residents will pay approximately $2,190 per $100,000 of market value for residential properties for the 2014 tax year (collected in 2015). For business and commercial properties, the rate is $2,590 per $100,000 in market value. City Income Tax
Westlake has a 1.5 percent income tax, which is collected by and paid to the Regional Income Tax Agency (RITA). Westlake's tax rate is one of the lowest within Cuyahoga County. All residents are required to file a tax return with RITA by April 15 for the previous year. A 100 percent credit is granted for income tax paid to a community outside of Westlake to the extent that the taxes paid equal or exceed the taxes calculated as due to Westlake.

Westlake City Tax may be filed online. Forms for payment of city income tax are available from the Regional Income Tax Agency. Forms and/or information regarding income tax are also directly available from the RITA at 440.526.0900.


Gift Cards

Gift cards are available from the city and may be purchased in any denomination, and are easily reloaded. The gift cards may be used for any City of Westlake transactions. Most often they are used for Meadowood Golf Course, Peterson Pool, and classes at the Recreation and Community Services Centers, but they may also be used for purchasing mulch, obtaining permits, and paying sewer bills.

Gift cards are available at the Westlake Recreation Center, Community Services Department, Peterson Pool, Meadowood Golf Course and at City Hall. They are a convenient alternative to carrying cash and also make a great gift.

It should be noted that Westlake City Gift Cards are good only for City transactions and may not be used at area businesses.
