The Law Department pursues and defends all actions on behalf of the city or against the city in all Ohio and United States courts - from filing through discovery, trial and any necessary appellate work. In addition, the law department also pursues and defends all actions on behalf of the city or against the city in all Ohio and Federal administrative agencies.

Law Department Responsibilities
  • Works with the mayor, city council and the administration to ensure enforcement of the Codified Ordinances and charter of the city of Westlake
  • Prepares ordinances and resolutions for passage by the legislative body
  • Prepares easements and other related documents for large public improvement projects
  • Prepares and reviews all contracts for tax abatements, necessary services and supplies, cooperative agreements with other political subdivisions, cellular tower collocation agreements, lease agreements, land purchase agreements, and miscellaneous contracts and agreements
  • Attends Council, Planning Commission, Board of Zoning Appeals, Civil Service, council committee, staff and other miscellaneous meetings as requested
  • Provides daily rendering of legal opinions and advice to council, mayor, and administration
  • Continually updates and improves the Codified Ordinances of the City of Westlake
  • Prosecutes all actions on behalf of the city of Westlake in Rocky River Municipal Court, as well as provides legal opinions, advice and support to the Police Department
  • Monitors the city's Land Bank program
  • Processes all tax exempt land applications on behalf of the city
  • Provides all Human Resource support to the city administration
  • Operates the city's Civil Service office
  • Provides general counseling and legal advice to administration regarding all personnel issues
  • Assists in negotiating union contracts
  • Represents city in labor disputes including grievances, unfair labor practices, mediations, and conciliations
  • Represents city on employee matters before administrative agencies of the state of Ohio
  • Coordinates all employee seminars and training programs
  • Assists in representation of city as to workers compensation claims
  • Creates, implements, and administers all employee policies and programs
  • Conducts new employee orientations/training programs
  • Maintains centralized personnel file system
  • Administers the city's gas and electric aggregation programs
  • Acts as the consumer complaint division for cable television

Electric and Gas Programs

Westlake's Electric Aggregation program runs until December 31, 2008. The program provides a percentage discount off the rate charged by the Illuminating Company. Residents and businesses may call First Energy Solutions directly at 866-636-3749 for the current discount rate, to join or for additional information.

GAS AGGREGATION PROGRAM COMES TO A CLOSE
Effective July 31, 2007, The City's Gas Aggregation program with MxEnergy ended. The City will not be offering another program. As a result, Westlake aggregation customers were automatically transferred back to Columbia Gas at the end of the program period, unless they signed a private contract with MX Energy or selected another private gas supplier. All natural gas service continued through this transition without interruption. Residents are encouraged to contact the PUCO of Ohio (see link below) for information if they desire to select a supplier other than Columbia Gas.
